Abstract: Material durability will become a major limiting factor on the continued development of all nations, but particularly developing nations. Presently the world-wide recession is depressing the price of raw materials (metals and energy stocks) to below their inflationary adjusted economic level. Continued recession implies conservation of existing productive capability with little or no reinvestment into new sources of supply, whereas economic recovery implies shortages and/or price increases leading to the requirement to reduce quantities of materials used. Energy costs are a major portion of materials costs; the OPEC nations control the long-term world stock of oil and will naturally expect an economic return for the exploitation of their non-renewable reserves.
