Abstract: Water can be a scarce and costly resource. Droughts, the potential effects of climate change, concern about the effects of abstraction on the environment, development pressures and generally greater awareness of the water industry have all combined to raise the profile of water resources.

Water resources planning and development should not be confined simply to physical schemes, but include a package of demand management ( water efficiency in use, metering / tariff policy, leakage control) and potential engineering schemes.

Appropriate strategies must be defined which take account of the uncertainties of achievements through demand management, yet be robust enough to ensure that new water resource plans can be brought to a state of readiness and implemented when required.
